Narey report on Children’s Residential Care draws on IPC research on markets and commissioning of placements
The recently published report of Sir Martin Narey’s independent review of children’s residential care (July 2016) draws heavily on two IPC reports:
- Financial stability, cost charge and value for money in the children’s residential care market (June 2015); and
- The efficacy and sustainability of consortia commissioning of looked after children’s services (July 2015)
Referring to IPC’s work as ‘an excellent summary of the complexities of commissioning’ and referencing a number of IPC findings from the two reports, Sir Martin Narey goes on to make 34 recommendations including specifically about the future commissioning of residential care. These include: greater emphasis on more effective models for regional consortia commissioning; and DfE support for the improvement of local and regional commissioning skills.
