Helping Councils to refocus expenditure

IPC has produced a paper with the Think Local Act Personal partnership and the Association of Directors of Adult Social Services (ADASS) designed to help local authorities explore how they might take a strategic view of their use of resources in progressing the transformation agenda set out in national policy. The work has been circulated to all ADASS Directors in England.

The paper is based around a hypothetical budget of £100 million for a social care department. It is designed to offer ideas about the allocation of resources and a practical approach to the strategic analysis and planning of future budgets, whilst at the same time addressing some of the re-shaping necessary to deliver the essentials of the ‘personalisation’ agenda.

  • How might we begin to think about reducing demand for health and care services?

  • Does prevention work at the health and social care interface?

  • Can we develop an investment based approach to reducing demand?

The paper concludes with an outline investment model and worked example for considering an inter agency approach.
