Two discussion papers on domiciliary care commissioning and procurement

IPC has produced two discussion papers for the Social Services Improvement Agency for Wales (SSIA) and the National Commissioning Board for Wales (NCB). The papers comprise views and opinions which are those of IPC not the NCB or SSIA.
The first discussion paper explores some of the opportunities and challenges presented by taking an outcomes-based approach to the commissioning of domiciliary care. It is intended to stimulate further discussion about how this vital range of services for people who need care and support in Wales can be further developed and improved. The paper is based on a short review of literature including previous work by IPC in England, Wales and Scotland. The lead writer was Professor John Bolton.
The second discussion paper sets out the options available to local authority commissioners for the procurement of services, primarily with regard to domiciliary care services but also considering supported living services for people with learning disabilities. The lead writer of the paper was Michael Mellors.
