Learning disability services

Ordinary lives

People with learning disabilities want to lead ordinary lives and do the things that most people take for granted. They want to study at college, get a job, have relationships and friendships and enjoy leisure and social activities.

At IPC we help our clients to embed an approach to learning disability commissioning that promotes an “ordinary life”. You need whole sector, creative solutions that challenge traditional service models, because often their very design separates people with learning disabilities from the rest of the community and hence prevents them from living ordinary lives.

Examples of our work

  • Developing an all age, all systems approach to commissioning an ‘ordinary life’ and supporting central government, local government, health and other stakeholders to implement the approach. We produced Good Practice Guidance on Commissioning Services for People with a Learning Disability for the National Commissioning Board for Wales
  • We've supported commissioners with their market shaping activities, including detailed demand and supply analyses across health and social care, market position statements and local offers for adults and children with learning disabilities. We've analysed published learning disability market position statements (MPS) and developed a specific learning disabilities MPS good practice checklist
  • Supporting the development of a 0-25 pathway for children and young adults with special educational needs and learning disabilities and autism in a London borough
  • Working with a provider organisation to redesign and reshape community learning disability services to become more outcomes focused and offer integrated health and social care support
  • Reviewing quality assurance processes for learning disability services in a large two-tier authority, leading to the development of improved quality assurance framework for commissioners and providers
  • Working with a national provider of learning disability services to design and deliver a leadership programme for their middle managers and directors
