Clare has many years' operational experience working in the public and third sector in wide ranging job roles spanning public health, housing, children’s and adults’ services. Clare has substantial knowledge of the public care agenda across all age groups, together with experience of senior management roles in service delivery as well as strategic commissioning, and is committed to improving outcomes for individuals, families and communities.

Since joining IPC, Clare has developed particular expertise in service evaluations. In 2019, Clare led the evaluation of Barnardo’s Opening Closed Doors Programme for children and families who have experienced domestic abuse, and is currently leading the year two follow up. She is currently lead evaluator for the Welsh Government funded Transformation Programmes: Early Intervention and Intensive Support for Children and Families and Seamless Services for People with a Learning Disability.

In 2019/20 Clare carried out research and authored a report commissioned by the Department of Health and Social Care on best practice in care coordination for people with a learning disability. She has since worked closely with a small community interest company to develop co-productive approaches to enable people with a learning disability to contribute to service design, implementation and evaluation.

Clare is an experienced facilitator and trainer. She has taught on IPC's open and in-house commissioning courses and facilitated workshops with a wide range of organisations to involve stakeholders in service re-design and evaluation, including for the National Suicide Prevention Alliance, Southwark Council, Cornwall Council, Barnardo’s and all the North Wales authorities.

Clare plays a leading role in leadership development and is currently part of the IPC team working in consortium with the Staff College and Skills for Care to design and deliver the new Department for Education national leadership programme for new and aspiring Directors of Children’s Services.
