Market Position Statement Guidance

This guidance highlights good practice in market position statement (MPS) development and aims to help local authorities understand how to use them to best effect in market shaping. It is aimed at local authority commissioners to help them review the quality of their market position statement(s), how they might be used to foster market shaping activity and the extent to which this is currently happening.

The guidance offers tools and good practice examples to support the ongoing development of market position statements as a stimulus for market shaping, including a checklist to assess the quality of an MPS. It builds on the Market Shaping Toolkit for both smaller care providers and local authorities, published by IPC in 2015.
