Philip is an experienced manager of complex change programmes and has led a wide range of service re-design projects, often requiring some integration with other organisations. He provides expert, longer-term support relating to health and social care to members of our Academic Partnership programme.

Philip has a keen professional interest in the development of effective organisational cultures and leadership and management styles that support successful transformational change. Philip has supported many organisations to develop ‘whole system’ approaches that enable the introduction of outcome based commissioning and integrated health and social care service delivery. He has led thinking within the Institute on our 'six steps' performance management approach to managing demand.

Before joining IPC in 2002, Philip worked for twenty years for local government in a variety of departments including environmental health, parks and recreation, social services, and chief executives’ departments.
