A Review of Commissioning Arrangements for Looked After Children within London

IPC was asked by the Association of London Directors of Children's Services to conduct a review of the arrangements for commissioning fostering and residential care placements operating in London. The initial research was carried out in the spring and early summer of 2018 with the aim of better understanding the commissioning arrangements and providing recommendations on how they could be improved. The report maps the current consortia arrangements, identifies stakeholder views and gives conclusions and recommendations for the region.
