Katy is part of the IPC management team and leads on applied research and evaluation for the Institute. Formerly a child care lawyer, she has extensive knowledge of children and families services across the UK. Katy has many years’ experience of leading evaluation, review and consultancy support for national government, local authorities and voluntary sector organisations.

Katy has developed a significant UK-wide profile for high quality evaluations of major national programmes such as the Adoption Support Fund, Social Care Innovation Fund (England) or Transformation Fund (Wales). Katy’s evaluations for local authority and voluntary sector clients are in areas as diverse as domestic abuse; support for families including carers or parents with learning disability; therapeutic and other forms of support for children who have experienced trauma or abuse or who are looked after.

Katy is also a highly experienced evidence-informed consultant and continues to work alongside national and local clients to improve services by supporting activities such as commissioning and market shaping; early intervention and prevention; developing front line practice; leadership and change. She provides expert, longer-term support relating to services for people and families to members of our Academic Partnership programme.
