15 Years of describing, measuring, and monitoring outcomes in social care – have we got it right yet?
Introduction
Over the last 15 years, IPC has published dozens of papers describing our evaluations and reviews, re-design, the commissioning, and the performance management of outcomes for possibly every service, support area and client group across health and social care. Reading the introduction from one of our earliest papers on our website Outcome based commissioning and contracting (2008), reminds us that the need to have outcomes explicitly defined and evidenced is still both important in 2023, and in some cases, still challenging us to do so systematically:
“The importance of outcomes in social care has been widely recognised for many years. A focus on outcomes which encourages services users to express the outcomes they want for themselves provides scope for user empowerment and choice. It involves moving from a traditional activity-based approach to service planning and delivery, to a more flexible and responsive model where new thinking is needed about how to measure success.”
The purpose of the workshop is to give participants an opportunity to not only hear about some of our recent outcome focused work, but to hear from colleagues from across England and Wales about how they are embedding an outcome focused approach into their reviews of services, commissioning and performance management activities.
Attendees
We welcome attendance and participation from colleagues who have been working in an outcome focused way in any of the areas mentioned above and in particular those who that worked on these in a collaborative or co-productive way with their partners, stakeholders or people with lived experience.

Workshop Format
The workshop will be delivered online and will feature a blend of presentations and smaller group discussions to enable participation by all delegates.
