The Postgraduate Certificate in Leading and Managing Mental Health Services is a national leadership development course commissioned by Health Education and Improvement Wales (HEIW), Social Care Wales and supported by the Welsh Government. It is delivered by the Institute of Public Care (IPC) at Oxford Brookes University. This comprehensive 15-month programme is designed specifically for mental health managers across Wales.
The programme is underpinned by the principles of compassionate leadership for good quality outcomes within mental health services. Participants are supported to explore national policy and legislation as it impacts their day-to-day practice, develop a deep understanding of leadership and management theories that are applicable to working within mental health and employ evidence-informed practice in working directly with those who draw on mental health services and their families and carers.
The programme includes an individual Personal Development Plan which is reviewed with tutors on a regular basis.
Participants learn to apply tools and techniques to enhance their practice in effectively managing teams and working with key partners, addressing the needs of both adults’ and children’s services. The programme highlights the essential role of frontline managers in leading mental health transformation and has been developed in partnership with employers, social care staff, and citizens of Wales, as well as regulatory bodies.
The programme fee is £3,800 per person.

The Leading and Managing Mental Health Services Programme includes facilitated small group sessions, individual one-to-one support, a small project based on organisational change, action learning sets, and assessed assignments as well as self-study. It is studied over a 15-month period and consists of 3 compulsory modules:
Postgraduate certificate in leading and managing mental health services
Module 1: Leading and managing for quality outcomes in mental health services
Module 2: Promoting and embedding quality improvement and evidence-informed practice in mental health services
Module 3: Leading developments and change in mental health services
Upon successful completion of the Postgraduate Certificate in Leading and Managing Mental Health Services, participants will be awarded a Postgraduate Certificate from Oxford Brookes University. This certificate is equivalent to 60 CATS credits at postgraduate level 7, providing significant credentials for career advancement and recognition of expertise in mental health management. The accreditation supports Continuing Professional Development (CPD) by validating the participant’s enhanced skills in leadership, management, and practice quality.
Assessments for the programme are tailored to reflect each participant’s workplace context and can be completed in Welsh.
