The Team Manager Development Programme is a national leadership development course commissioned by Social Care Wales and delivered by the Institute of Public Care (IPC) at Oxford Brookes University. This comprehensive 18-month programme is designed specifically for team managers and senior practitioners in social care settings across Wales, equipping participants with the necessary tools and knowledge to enhance practice quality, manage teams effectively and handle change successfully within their organisations.
The programme aims to improve service outcomes in Wales by helping managers develop a deep understanding of the key drivers influencing social care practices and enhancing their critical thinking skills for better case management decisions. Participants will learn to apply tools and techniques to elevate the quality of care within their teams, addressing the needs of both adults’ and children’s services. The programme highlights the essential role of frontline managers in leading social care reform and is developed in partnership with employers, social care staff, and service users in Wales.

The Team Manager Development Programme includes facilitated small group sessions, individual support, action learning sets and assessed assignments as well as self-study. It is studied over an 18-month period and consists of three compulsory modules:
An Introduction to Managing Practice Quality
Evidencing Performance and Quality
Leading and Managing for Quality
Upon successful completion of the Team Manager Development Programme, participants will be awarded a Postgraduate Certificate in Managing Practice Quality in Social Care from Oxford Brookes University. This certificate is equivalent to 60 CATS credits at postgraduate level 7, providing a significant credential for career advancement and recognition of expertise in social care management. The accreditation supports Continuing Professional Development (CPD) by validating the participant’s enhanced skills in leadership, management, and practice quality. Assessments for the programme are tailored to reflect each participant’s workplace context and can be completed in Welsh.
