Course Overview

The Adults’ Commissioning Course, offered by the Institute of Public Care (IPC) at Oxford Brookes University, is designed for professionals involved in commissioning adult social care services. This course equips participants with the skills and knowledge to effectively navigate the complexities of commissioning, ensuring that services are delivered efficiently and align with national policies.

Through a blend of theoretical insights and practical exercises, participants will learn to implement best practices in commissioning, from understanding market dynamics and managing stakeholder relationships to developing outcome-based service responses. The programme prepares participants to deliver high-quality, value-for-money services that meet the diverse needs of adults in care.

The next Adults’ Commissioning Course will be held online on October 8th, 9th, 22nd and 23rd, and November 6th, 7th, 11th and 13th 2024.  COURSE NOW FULL.

Course Content and Format

The Adults’ Commissioning Course is delivered over eight half-day online sessions, supported by independent study, allowing participants to balance their professional responsibilities with their learning. The programme covers key aspects of commissioning, utilising the IPC Commissioning Framework and a range of practical exercises to explore effective commissioning techniques and tools:

  • National Commissioning Agenda: Understand the policies and frameworks guiding public care.
  • IPC Commissioning Framework: Conduct structured self-analysis to enhance organisational practices.
  • Equality, Diversity, and Inclusion: Integrate inclusive practices into commissioning activities.
  • Collaborative Commissioning: Engage with partners and stakeholders to improve service outcomes.
  • Needs Analysis and Systems Mapping: Analyse local population needs and manage knowledge for informed decision-making.
  • Cost and Market Analysis: Understanding the costs associated with care services and shaping the market for innovative service delivery.
  • Market Shaping: Influence and shape the care market while managing provider relationships.
  • Outcome-Based Commissioning: Focus on commissioning services that achieve targeted results.
  • Engagement and Personalisation: Involving people with care and support needs in the commissioning process to create more personalised services.
  • Effective Purchasing and Contracting: Implement clear specifications and contract arrangements for quality service delivery.
  • Monitoring and Evaluation: Review and improve commissioning processes through continuous assessment.

Accreditation

The Adults’ Commissioning Course includes an optional accreditation component that supports your Continuing Professional Development (CPD). By choosing to complete this component, you will engage in a work-based commissioning project, allowing you to apply theoretical knowledge and best practices to practical scenarios. Successful completion of the project will earn you a Postgraduate Certificate in Commissioning and Purchasing from Oxford Brookes University, which is worth 20 Masters-level CATS points at postgraduate level 7. This accreditation offers structured guidance through three group sessions and two individual online tutorials, providing personalised feedback and support throughout the process. This path is ideal for those looking to deepen their expertise and gain formal recognition for their skills in commissioning. The additional fee for the accreditation is £540 per person.
