West Wales Care Partnership Market Stability Report

The MSR is a recent statutory requirement in Wales and, done properly, offers a timely opportunity to assess what are currently a challenging set of circumstances for care and support provision in the region. A substantial undertaking, the resultant MSR has been considered and valued by a range of senior leaders, and given prominence within a number of regional governance structures. It is certainly not ‘sitting on a shelf’, but instead directly informing revenue and capital plans here. The document is considered credible and accessible – with an evidence-based narrative approach. IPC partners brought extensive expertise, excellent working relationships, a clear understanding of the brief and commitment to the outcome.”

In 2022 IPC worked with the West Wales Care Partnership to produce a statutory required Market Stability Report (MSR) covering Carmarthenshire, Ceredigion and Pembrokeshire County Councils, and Hywel Dda Health Board.

The MSR is a comprehensive evaluation of both the stability and sustainability of the health and care market across the region. It includes recommendations on commissioning themes to meet projected demand, improved health and wellbeing outcomes for local people and communities; address health inequalities; and to deliver high quality effective and accessible services and support in the next five years.

IPC undertook extensive and detailed quantitative and qualitative analysis to produce a current and future overview of the health and care market, positioning the region with an objective perspective of what is required to meet the challenges and opportunities facing West Wales health and care services.
