Dr Rebecca Brown

Senior Consultant

Rebecca completed her PhD at Lancaster University, where her research explored care proceedings involving infants and the relationship between decision-making, risk and permanence within the family justice system. She has published extensively in the fields of child protection, infant safeguarding, family justice and permanence, and has deep experience of qualitative research, evidence synthesis, programme evaluation and knowledge mobilisation.

At IPC, Rebecca works with local authorities, regional partnerships and national organisations to develop evidence-informed strategies, evaluate programmes and services, facilitate Theory of Change development, and support organisational learning and improvement. She has particular expertise in co-production, translating evidence into practice, and developing practical frameworks, guidance and tools that help organisations embed learning and improve outcomes for children, young people and families.
